'Notice to Proceed' was issued to the general contractor, Joseph B. Fay Company on March 19, 2007.  Construction will officially begin with the setting of temporary concrete barriers at 7 p.m. on Monday, April 2, 2007.  The project phasing has been changed slightly from the original designs; but will prove to benefit commutes with the major detour for the Boulevard of the Allies happening in 2008 when the new 5th Avenue and the Boulevard of the Allies will be open for use.

The following timeline will help inform residents and commuters of the work being completed, traffic restrictions and detours for each phase of work.

Boulevard of the Allies Work Zone, Forbes Avenue Work Zone

Phase 2

PHASE 1A – FORBES AVENUE: 2007 WORK ZONE: Under Phase 1A, there will be 3 work zones on Forbes Avenue. The first work zone will be the left lane of Forbes Avenue from Brady Street to the Parkway East Ramp. Work in this zone will consist of installation of a new drainage system. Partial demolition and rehabilitation of existing walls and some paving of Forbes Avenue will also be accomplished.

The second work zone on Forbes Avenue will be the right lane of Forbes Avenue from the Parkway East Ramp to McDevitt Place. Work in this zone will consist of installation of a new drainage system, as well as construction of the sidewalk to the right of Forbes Avenue and the concrete island at the intersection of Forbes Avenue and McDevitt Place.

The third work zone on Forbes Avenue will also be the right lane of Forbes Avenue from McDevitt Place to Craft Avenue. Work in this zone will consist of construction of the sidewalk to the right of Forbes Avenue up to the intersection of Craft Avenue.

TRAFFIC RESTRICTIONS: Traffic will be restricted to the right lane beginning from Moultrie Street to the Parkway East Ramp. Just beyond the existing center island, traffic on Forbes Avenue will be tapered to the
right lane of Forbes Avenue. Merging traffic from the Parkway East Ramp will be tapered left onto the median lane of Forbes Avenue.

McDEVITT PLACE: WORK ZONE: The work zone on McDevitt Place will be at the the intersection with Forbes Avenue and the Boulevard of the Allies. Construction of concrete islands and sidewalk will be the main work here.

TRAFFIC RESTRICTIONS: Under Phase 1A, traffic on McDevitt Place will be restricted to the northbound direction only. Traffic will be allowed to exit McDevitt Place onto Forbes Avenue but will not be permitted to enter McDevitt Place from Forbes Avenue. Detour No. 1 will be in place for this movement.

DETOUR: The right lane of McDevitt Place connecting Forbes to the Boulevard of the Allies will be closed during construction of the drainage pipe and concrete islands. Traffic will be detoured 1 block to Craft Avenue.

BOULEVARD OF THE ALLIES: WORK ZONE: Work zone on the Boulevard of the Allies will consist of paving of the left half of the Northbound travel lane from the Inbound/Outbound “split” to just past the Bath House. Drainage connections and installations between the ramp and the left lane of Forbes Avenue will also occur. At the same time, concrete island work may also be in progress at the intersection of Boulevard of the Allies and McDevitt Place. Traffic will be controlled around the work zone as necessary.

TRAFFIC RESTRICTIONS: Northbound traffic on the Boulevard of the Allies will be restricted to 1 lane from the existing North Ramp to just past the Bath House. Beginning from the Boulevard of the Allies Bridge, mainline traffic will first be shifted to the left lane. The North Ramp traffic will then merge with the mainline traffic from a stop condition. Traffic will then be shifted to the right lane of the Boulevard. This traffic
pattern will continue again past the Bath House.

FIFTH AVENUE: WORK ZONE: The largest work zone of season 1 will be between Fifth Avenue and Boulevard of the Allies (NB), from Craft Avenue to the Bath House. Work in thisarea will consist of, among other tasks, construction of the new North Ramp, building of Barrier Wall 3, Retaining Walls 2, 4 and 5, installation of proposed drainage systems and all other work to be completed in the area in the first season. Work on Fifth Avenue will consist of paving operations, a new sidewalk, a concrete mountable curb and two concrete islands at the intersection of Robinson Street, Maurice Street and Fifth Avenue.

TRAFFIC RESTRICTIONS: On Fifth Avenue from the Bath House to the intersection of Maurice Street, the bus lane will shift to the left into the median lane. At the same time, all inbound traffic will be restricted to the right lane, from the intersection of Robinson Street up to the Bath House. The residential parking on Fifth Avenue will be maintained during construction. During weekend paving operations toward the end of the season, the bus lane from the Bath House to the intersection of Maurice Street and Fifth Avenue will be completely closed. See detour below. During construction of the concrete islands at the intersection of Robinson Street, Maurice Street and Fifth Avenue, inbound traffic through the intersection will be restricted to the median lane. The parking lane on Fifth Avenue will remain as is (no restrictions).

DETOUR: During weekend paving operations, the bus lane from the Bath House to the intersection of Maurice Street and Fifth Avenue will be completely closed. Buses and emergency vehicles that use the bus lane on Fifth Avenue will be detoured to Forbes Avenue.

PHASE 1B WORK ZONES, TRAFFIC RESTRICTIONS AND DETOURS FOR PHASE 1B WILL BE IDENTICAL TO PHASE 1A EXCEPT FOR THE FOLLOWING: BOULEVARD OF THE ALLIES: WORK ZONE: Work zone on the Boulevard of the Allies will now consist of paving the left half (adjacent to the median) of the Boulevard from the “split” of adjacent two way traffic to the Bath House.

TRAFFIC RESTRICTIONS: Northbound traffic on the Boulevard of the Allies will be restricted to 1 lane from the “split” of two way traffic to the Bath House. Beginning at the Boulevard Bridge, mainline traffic will first be shifted to the left. North Ramp traffic will then be merged with the mainline traffic to form a single 10’ lane (as in Phase 1A). Traffic will continue on the left lane of the Boulevard. This traffic pattern will continue to the Bath House.

FORBES AVENUE: WORK ZONE: The work zone on Forbes Avenue under Phase 1B consists of work in the 2 right lanes of Forbes Avenue from Ophelia Street to McDevitt Place. Work in this zone will consist of modifications/installation of the drainage system.

TRAFFIC RESTRICTIONS: Just beyond the Parkway East Ramp, merging traffic from Forbes Avenue will be tapered to the left lane of Forbes Avenue. Merging traffic from the Parkway East, will be restricted to the right lane almost to Ophelia Street. Parkway traffic will then be allowed to merge with Forbes Avenue traffic under stop conditions. A single travel lane will continue through to Forbes Avenue.

PHASE 2 – FORBES AVENUE: 2008 WORK ZONE: There will be 2 work zones on Forbes Avenue from the
Parkway East Ramp to Craft Avenue. The first work zone will be from the Parkway East Ramp to the Boulevard Bridge. This construction will install a new retaining wall and South Ramp. The second work zone extends from the Boulevard Bridge to the intersection at Craft Avenue. The construction in this zone will include removal of the existing counterflow lane.

TRAFFIC RESTRICTIONS: Traffic will be restricted to the right lane only beginning from Moultrie Street to the Parkway East Ramp. Just beyond the existing center island, traffic on Forbes Avenue will be tapered to the median lane of Forbes Avenue. Traffic from the Parkway East Ramp will enter Forbes Avenue in the far right lane. From the Parkway East Ramp to Craft Avenue, traffic will be restricted to 2 lanes (right lane and median lane).

BOULEVARD OF THE ALLIES: WORK ZONE: The work zone on the Boulevard of the Allies requires the complete closure of the roadway from the intersection at McDevitt Place to the New North Ramp. The existing North Ramp will be closed as well. Construction will begin with the demolition of the existing Boulevard and South Ramp Bridges. Once demolition is complete the new Boulevard Bridge and South Ramp will be reconstructed. New drainage, retaining walls, and roadways will be constructed throughout the entire zone.

TRAFFIC RESTRICTIONS: Northbound traffic will be detoured starting at the intersection with McDevitt Place, and following the designed detour, can access the Boulevard again via the new North Ramp from Fifth Avenue. Access for Southbound traffic will be detoured based on their origin.

PHASE 2 - FORBES AVE, BOULEVARD OF THE ALLIES AND FIFTH AVE: 2009 WORK ZONE: Installation of landscaping and irrigation at various locations. Paving and pavement markings at various locations.

TRAFFIC RESTRICTIONS: Daily short term traffic restrictions will be in place during non-peak hours.
